4. 21st Annual IEEE Canadian Conference on Electrical and Computer
Engineering
May 4 to 7, 2008, Niagara Falls, Ontario, Canada
CCECE is a flagship conference for researchers, students, and practising
engineers
in the area of Electrical and Computer Engineering from Canada and
around the
world to meet annually for 3 to 4 days in a Canadian city to present
the
latest
technological advancements and discoveries, to network and exchange
ideas,
to strengthen existing partnerships and foster new collaborations.
CCECE 2008 will feature 8 mini-symposia covering all areas of Electrical
and
Computer Engineering, tutorial sessions in leading topics, plenary
talks from
senior executives in industry and academia, around 90 technical sessions,
special sessions in hot topics, social programs, IEEE Canada Awards
and Banquet
night, best student paper awards luncheon, and industrial exhibitions.
You can participate in CCECE 2008 in many ways: by submitting your
original
research results as a full length technical paper, by submitting tutorial
proposals, by organizing a special session, and by attending the plenary
talks,
tutorials, panel discussions and nearly 90 technical sessions planned
for
May 4 to May 7, 2008.

Abstract:Quantum processing of information requires the development
of quantum
systems which are at the same time coherent and quantum in nature,
and yet easily
manipulated to process and extract classical information. To meet
this challenge
we have embarked on the development of technologies which would allow
us to design
and build nano-scale scalable and coherent solid state systems using
elementary
building blocks such as single electron spins, single excitons, and
single photons
using semiconductor quantum dots.

ABSTRACT: Dr. Podgorski's research has extended our knowledge of lightning
current risetimes from 1 µs to 50 ns and that of lectrostatic
discharge from
1 ns to 25 ps. This led to the formulation of a Composite Electromagnetic
Threat
extending from DC to 100 GHz, which encompasses the standards and
protection for
Lightning, Nuclear Electromagnetic Pulse, and High Power Microwaves.
Composite
Electromagnetic Threat offers an alternative approach to traditional
EMI/EMC
immunity testing and hardness assessment that were previously based
on the "Brute
Force Approach" found in existing standards.

ABSTRACT: In a world of rapid growth of commercial wireless services,
accommodating the explosive demand for spectrum access, efficiency
and
reliability becomes increasingly technically challenging. A solution
is provided
by flexible cognitive and intelligent radios, which sense the environment
and
respond intelligently, without explicit pre-configuration to define
their
functions. Furthermore, implementation of advanced information services
for
military applications in a crowded electromagnetic spectrum is a challenging
task
for communication engineers. Friendly signals should be securely transmitted
and
received, whereas hostile signals must be located, identified and
jammed.

ABSTRACT: This lecture introduces general concepts and specific techniques
for effective (efficient, general, and accurate) nonlinear behavioral
modeling of microwave semiconductor devices and functional circuit
blocks.
A behavioral model is a simplified but accurate model of a lower-level
component in the design hierarchy that simulates efficiently at the
next
higher level of abstraction. A unified treatment at both the device
and
functional block level is a distinguishing feature of this presentation.
So
too is the application to behavioral models constructed from real
measurements and also from simulations starting from a detailed (complex)
model. The emphasis is placed on the combination of nonlinearity and
dynamics. Nonlinearity includes harmonic and inter-modulation distortion,
clipping, etc.

Biography: Hugh has been an electronics engineer all his career -
but he nearly switched to mechanical engineering at college so perhaps
he is one of the first mechatronics Engineers! After graduation in
1964 he specialized in Solid state microwave, building LNAs, varactor
multipliers and "solid state klystrons"- and finally IMPATT
oscillators after coming to Canada from the UK in 1969. After a stint
building Anik A and C series spacecraft components, (also at Northern
Telecom) he settled down with field trips all over Canada, upgrading
Earth Stations for Telesat Canada. After building the world's first
fully-integrated satellite news-gathering vehicle in the mid 1980s,
he moved to the Communications Research Centre as an Applications
Engineer on the MSAT program; there he assisted with satellite conference
management, including the International IEEE VNIS 93, Ottawa. He started
up the MTT and VTS Chapters in Ottawa; presently he chairs the AESS
and VTS Chapters, and remains very involved with IET-UK (formerly
IEE) local activities.
Abstract: In his presentation he describes a number of mechanically-related
faults or conditions that affect electrical performance. In addition
to standard electronic problems, Hugh will mention a number of specific
instances of performance deterioration that can be directly related
to the mechanical situation; some of the effects were from very strange
mechanisms, requiring a strong knowledge of manufacturing processes
to understand and diagnose. In conclusion, Hugh will suggest some
"Field Philosophies" for the Project Engineer.

5. A Report on Hugh's Presentation of March 18, 2008
"Hugh Reekie presented "Mechanical Reliability in Electronics:
A lifetime of strange failures and conditions" to 21 members
and three
non-members on March 18th at Algonquin College. Using examples, Hugh
showed how
we, as engineers, can become distracted with complicated tools and
metrology when
solving a problem and lose the simple or evident signs and solutions.
The reassurng advice from experience was that its okay to resist the
pressure
and solve problems after a good rest as time helps the mind understand
the
options, benefits and risks for choosing the better solution. He then
spent
the majority of the time demonstrating how problems in electronics
are primarily
mechanical based not electrical, and how some mechanical problems
have been
overcome throughout history and throughout his career."

ABSTRACT: Grounding, shielding, filtering and cabling/wiring are important
design criteria to achieve EMC on the equipment level. In order to
avoid
costly
overkill solutions and to tailor individual measures in the case of
contradicting requirements, they must not be understood as cookbook
style
recipes but their application must be based on sound theoretical principles.
this talk refreshes electromagnetic theory in a nutshell, but avoids
the
mathematical burden. The nature of electric and magnetic dipoles,
estimation of
current flow in ground planes, EMC characteristics of transmission
lines are
some of the topics that covered in this presentation.

ABSTRACT: The anticipated presentation will cover the current status
and
future trends of millimeter-wave MMICs, including those using III-V
compound
(GaAs, InP, GaN, etc.) and Si-based (CMOS, SiGe HBT and BiCMOS) MMIC
technologies. Millimeter-wave MMICs used to be applied to military
and
astronomy systems for long time and started to be utilized for civil
applications in the decade, such as communications and automotive
radars. The
evolution of IC technologies has enabled the performance of Si-based
MMICs
over 100 GHz, even in standard bulk CMOS processes. This is believed
to have a
major impact in the future development of millimeter-wave systems.Since
low-cost mass-production potential pushes forward the technology,
a very high
integration of circuit functions on a chip, such as RF, base-band
circuitry,
automatic-control for a steady operation, and maybe even the antenna,
etc.
should be included, and thus the system on chip (SOC) issues should
be
addressed, especially in MMW regime. Moreover, millimeter-wave packaging
cost
always dominated in the module development.In order to simplify the
assembly
and reduced cost, the concept of system in package (SIP) has been
proposed.
This presentation will also survey the current technologies for SOC
and SIP
and discuss related issues and challenges.

5. Clearing Up Confusion in Fellows Categories

Even though it’s been nearly three years since nominations
were first accepted
for the newest Fellows category, Application Engineer/Practitioner,
few have
been nominated. Out of the 295 Fellows named in 2008, only 20 were
from the
practitioner group compared to the 15 in the 268 member Class of 2007
One
reason might be because people are still unsure about the type of
work that
qualifies someone for this category, says 2003 IEEE President Michael
Adler
and chair of the IEEE Board-appointed 2008 Fellow Ad Hoc Committee,
which
reviews the Fellows process. Many nominators are checking off the
Research
Engineer/ Scientist box on the nomination forms when perhaps they
should be
marking the Application Engineer/Practitioner category, he says. The
position
of some nominees is identified to be that of a research scientist
or engineer,
but the work for which they are being cited could be considered that
of a
practitioner, Adler explains.There were 225 Fellows from the research
engineer/scientist group in the 2008 class. To help clear up any confusion
and
help boost the number of Fellows from industry, here is a primer of
the type
of work that qualifies for the application engineer/practitioner category.
The
person has to be an IEEE senior member in good standing with five
years of
service in any grade of membership excluding affiliates, and who has
made
significant contributions in any of these areas: product development,
systems,
applications or operations, project management or construction, process
development, manufacturing innovations, or codes or standards development.
Adler notes that it could be someone who develops a process to produce
a
product that may have been designed by others, and that has had a
major
impact. For example, among Fellows in the Application Engineer/Practitioner
category, were those who invented and standardized elements of optical
transmission systems, developed applications for satellite data and
airborne
LIDAR(light detection and ranging) imagery, researched signal processing
for
acoustics and sound reproduction, and provided technical leadership
of a
project that turned novel concepts for computer architecture into
commercial
processors. Nominations for the class of 2010 are now being accepted.

discipline desirable. A minimum of 8 years hands-on EMC Design experience
preferably with information Technology Equipment. Strong technical
background
and analytical knowledge of EMC and high speed design principles coupled
with
familiarity with a variety of software modeling tools. Good general
understanding of hardware design constraints and tradeoffs and an
ability to
find cost effective work-arounds where feasible. Ability to simultaneously
investigate multiple avenues to solve problems. Expert knowledge of
international standards and procedures related to obtaining worldwide
product
certifications (e.g. FCC, CISPR, ICES, VCCI, etc.). Familiarity with

2. FPGA Programming competition results, call for volunteers and
Worskshop
announcement
University of Toronto Team won the Innovate Canada FPGA programming
competition.
We are proud to announce the winners of the 2008 Innovate Canada
FPGA
programming competition. This program is sponsored by industry to
encourage risk-taking and innovation at the university levels in the
area of hardware/software co-design. The design competition provided
student groups with leading edge Altera FPGA based development boards,
FPGA design tools from Altera and C-to-FPGA tools from Impulse, and
engineering support from both companies in their efforts to develop
commercially useful and innovative applications.
All of the resulting applications are being made available to the
public

FPGA-based object recognition project automating object detection.
2nd.-ISE for LEON, U. of Ottawa:

Heart rate estimator using phonocardiogram (PCG) signals automating
unattended unobtrusive monitoring.
We take the opportunity to invite you to actively participate in the
organization of our next FPGA Workshop to be held in Ottawa on October
14-15, 2008. This event focuses on FPGA technology and the applications
it enables. It marks the beginning of a Canada-wide FPGA programming
competition (January-May 2009) that enables university students to
develop innovative digital systems. Winners are guaranteed publications
and prizes, this year they shared $5,000 in cash prizes. If interested,

Northeast North American blackout which interrupted electric power

fifty million people in the US and Canada. We will also highlight
earlier and
subsequent blackouts in North America and Europe. Technical causes

lessons learned from follow-up system studies will be introduced.

will then shift to the effect of the findings on how the power engineering
curriculum might reflect these new findings. Opportunities for research

development are highlighted.

Section.In the hope of building stronger organizations, the executive
of the two sections agreed to communicate and share experiences,
plus collaborate and cooperate in future events. The agreement
took place at the 2008 IEEE Sections Congress held in Quebec City
last month, where in informal discussions, we found we were working
on similar goals and activities such as in engineering in medicine
and biology, reliability, plus industry and student outreach.
The romance begins.

2. Sister-Sections Agreement between Ottawa and Twin-Cities
The IEEE Ottawa Section - Region 7 (Ottawa, Ontario, Canada) and
the
IEEE Twin-Cities Section - Region 4 (Twin-Cities, Minnesota, USA)
have signed a “Sister-Section Agreement” on the 21st and
22nd of
September, 2008 in Quebec City, Quebec, Canada. The agreement was
signed by Wahab Almuhtadi Ottawa Section Chair and Arun Kumar Twin
Cities Section Chair and approved by Ferial El-Hawary IEEE Region
7
Director and Wilson IEEE Region 7 Director and officially announced
at the 2008 IEEE Sections Congress held in Quebec City on the 22nd
of
September, 2008. The executives of the two sections agreed to
communicate and share experiences, plus collaborate and cooperate
in
future events between both sections, their chapters, affinity groups,
student branches and committees. To accomplish great objectives for
IEEE, this partnership agreement will bring a very fruitful

Overview:
There is a critical need to shift from prescriptive to environmental
performance measures and approaches to green building in
North America. Life Cycle Assessment (LCA) offers the best prospect
for accomplishing that task. This presentation will focus on
the
essence of LCA from a building design team perspective, including
a
primer on methods and terminology and progress on the integration
of
LCA in rating systems. Included will be a brief overview of other
sustainable building standards development activities in the U.S.
that may affect the Canadian approach. The presentation will
also
introduce a simple LCA tools classification system, establish how
tools interrelate and where they fit in the green design process,
including a new free LCA-based tool, the ATHENA? EcoCalculator for
Assemblies. This LCA-based tool, originally developed for use in the
Green Globes U.S. rating system and now being adopted for use in a
new LEED U.S. LCA credit calculator, makes it easy for design teams
to compare common building assemblies in terms of environmental
impacts.
Presenter’s BIO: Wayne Trusty
Masters degree in economics and 40 years of experience in such
diverse fields as resource industry economics and policy, water
resources, transportation, energy policy and markets, Wayne Trusty
now serves as President of the ATHENA Sustainable Materials Institute
and its U.S. affiliate, Athena Institute International. He is an
Adjunct Associate Professor on the University of Calgary’s Faculty
of
Environmental Design, a member of the board of the Green Building
Initiative, and Chair of the Technical Committee established in the
U.S. to take the Green Globes rating system through a full American
National Standards Institute process. He was previously a Vice Chair
of the Board of the Canada Green Building Council (CaGBC) and a
member of the USGBC’s LEED New Construction Steering Committee.
He
continues to serve on the Metrics and Life Cycle Assessment task
force for CaGBC and on the LEED Resources and Materials Technical
Advisory Group in the United States. Wayne is a member of several
other organizations, including the U.S. Consortium for Research on
Renewable Industrial Materials (CORRIM), is past chairman of an
international technical committee examining the use of LCA with
regard to building materials and products, and was a member of the
U.S. National Academy of Sciences’ Committee on Materials Flow
Accounting.

ABSTRACT: This presentation gives an overview of the Self-healing
Autonomous Sensor Network (SASNet) project that is being developed
jointly by the Communications Research Centre and DRDC - Canada.
Wireless sensor networks can be used for many applications,including
environmental areas such as monitoring for seismic activity,creating
industrial efficiencies, traffic control, security and military
operations and even improved health care. The SASNet project
proposes to meet these requirements through the development of an
easily deployable self-healing network of distributed, self-
configurable, taskable and manageable wireless sensors. The concept
is to employ large numbers of different types of basic, inexpensive,
expendable sensors (e.g. acoustic, seismic, passive infrared and
magnetic) that form a network to cue more complex, expensive sensors
including electro-optical imaging devices, thereby providing the
tactical user with access to wide range of complementary sensor data.

3. The First "Women in Electromagnetics (WiEM)" Workshop
will be held
at the University of Utah, in Salt Lake City, Utah June 5 - 8, 2009.
The workshop will feature sessions covering many topics of current
interest in electromagnetics and antennas. A training session on the
use of the ANSOFT simulation package, in addition to sessions related
to career development will also be included in the program.
The name WiEM suggests ONLY that most of the lecturers will be female,
but all participants are very welcome to the workshop.
All participants are asked to present a poster on their research.
An
abstract of the poster needs to be submitted along with the
registration form. Details are provided on the WiEM Workshop website.
