In the past two years, the IEEE Ottawa Section has been recognized for its outstanding achievements with two most prestigious IEEE awards, one at the regional level, and the other at the international level. It can hardly get any better than that, and it is not an easy task to maintain these highly set standards of activity. Yet, this year will be another one very difficult to beat. These are the major milestones marking it:
- The 19th Annual IEEE Canadian Conference on Electrical and Computer Engineering 2006, was held in Ottawa on May 7-10, 2006, organized entirely by the Ottawa Section. The conference general and organizing chairs were Dr. Hussein Mouftah and Dr. Ramiro Liscano, respectively. Most of the Ottawa Section executives and resources were engaged on various tasks related to the conference. With 570 papers from Canada and around the world, and all aspects of the organization running smoothly, the conference was a real success. Its financial success will benefit the Section and IEEE Canada. CCECE 2006 registration and payment arrangements could be of great value to the organizers of future IEEE CCECE conferences. - The Engineering Institute of Canada Conference on Climate Change (EIC CCC), was held in Ottawa on May 10-13, 2006, chaired by a past IEEE Ottawa Section Chair, Mr. John Grefford, and organized with a help of many IEEE Ottawa Section executives and other volunteers. It was a full success, too. Please see more details at www.ccc2006.ca.
- The 4th Annual Ottawa Section Grade 7 and 8 Robotics Competition was held on May 7, 2006, and spearheaded by Mr. Rami Abielmona. It was held at the Ottawa Congress Centre in conjunction with CCECE 2006, which allowed executives from other IEEE Sections across Canada to see it first hand. The competition attracted 18 teams from 11 schools. A few preparatory workshops, each attended by over 80 students and their teachers, were held in March and April. The IEEE Canada President, Dr. Bob Hanna, kindly accepted to present the competition winners with awards. Please see more details at http://ottawa.ieee.ca/robotcomp.
- The 6th Annual IEEE Ottawa Section Electrical Power Symposium (EPS) 2006, marking 150th Anniversary of Nikola Tesla's birth, is scheduled for November 9-10, 2006, at Centrepointe Theatre, in Ottawa. The theme this year is "From Tesla’s AC Power System to Distributed Generation and Smart Grids." Tutorials and a field visit to a SCADA centre and substation will be held on Nov. 9; while the Symposium will be held on Nov. 10. The EPS is spearheaded by Dr. Wahab Almuhtadi, Power Engineering Society Chapter Chair; Raed Abdullah, Reliability Society Chapter Chair; Dr. Aidan Foss; Preeti Raman, Women in Engineering Chair; myself, as the Educational Activities Chair; and a number of other dedicated volunteers. The EPS 2006 will feature speakers from government, industry, and Academia, from Canada and abroad. It will be moderated by Dr. Bob Hanna, IEEE Canada President. In addition, our Chapters, Affinity Groups, Student Branches and various committees have been active and successful in organizing technical meetings, several of them using IEEE Distinguished Lecturers Program. For more details on the activities, please see next pages.
Thanks to the initiative of Dr. Qi-jun Zhang, of Carleton University, supported at the Section July meeting, a new IEEE Components Packaging and Manufacturing Technology (CPMT) Society Chapter was formed. With 19 chapters and 3 affinity groups, the Ottawa Section has the largest number of chapters in Canada.
Since the last AGM, some of the Section members have been recognized for their achievements. Congratulations to Dr. Qi-jun Zhang who was promoted into an IEEE Fellow in 2006 for his contributions to linear and nonlinear microwave modeling and circuit optimization. Congratulations to Dr. Hussein Mouftah, of University of Ottawa, who was awarded the Julian C. Smith Medal by the Engineering Institute of Canada for his contributions to Canadian telecommunications industry, and the A. G. L. McNaughton Medal by IEEE Canada for his contributions to computer networks research. Congratulations also go to 24 Ottawa Section members whose membership was elevated to the prestigious grade of Senior Member. The Vehicular Technology Society (VTS) sponsored Hugh Reekie, Ottawa VTS Chapter Chair, to give a seminar at the IEEE Sections Congress 2005 on how to run successfully a chapter, since the Ottawa VTS won the Chapter of the Year Award in 2002 and 2003.
The 2005 Ottawa Section Chair, Secretary, and Treasurer participated at the IEEE Sections Congress 2005 held on October 14-17, 2005 in Tampa, Florida, USA. For those who may not know, the next IEEE Sections Congress will be held in Quebec City, in 2008. The Ottawa Section sent Rob Woolley, Graduates of the Last Decade (GOLD) Affinity Group Chair, to the IEEE Canada GOLD Congress in Toronto, on September 15-17, 2006. A former IEEE President, Dr. Ray Findley, will give a full day leadership training for the Section executives in mid November 2006.
Collaboration with OCRI, PEO Ottawa Chapter, IEE/IET Ottawa Branch, Canadian Academy for the Advancement of Science and Ottawa Talent Initiative is continuing.
That volunteering is not only hard work but at the same time very enjoyable, showed a well attended garden party for the Section executives and other volunteers, hosted on August 7, 2006 by the Section Treasurer, Raed Abdullah. The weather cooperated, and Raed's two young sons were in charge of entertainment to the delight of all in attendance. A big thank-you to Raed and his family for their exceptional hospitality.

| The Section is in excellent shape. The new slate of Section executives combines technical competence, experience, dedication, and energy. I have found my leadership role in the Section very interesting, engaging, rewarding and enjoyable. To provide my colleagues with a quicker opportunity of having the same exposure and training, I have decided not to seek reelection. I am nevertheless planning to stay active in the Section as the Past Chair, in the I&M Chapter, and continue my involvement with the Educational Activities. I would like to thank everybody at the Section Executive for their support, our sponsors and friends for their financial and other help, and our volunteers for their participation in many activities of this vibrant organization that we belong to, and that we are continuously building together. |

- CompSoc: Since the last AGM this chapter presented various events including:

- “Multi-Processor SoC's: Trends and Technologies” by Dr. Pierre G. Paulin, February 6, 2006 at Ottawa Univeristy. A joint meeting with Signal Processing Chapter
- ComSoc/BTS: This chapter held 3 technical meetings this year, including:
- April 18, 2006: A seminar focused on the requirements of “4th Generation” wireless systems by Dr. David Falconer, Professor Emeritus, Carleton University; cosponsored by EION Wireless. The seminar was held in SITE, University of Ottawa. About 75 people assisted in this seminar.
- May 15, 2006: A seminar on "Introduction to Turbo Equalization" by Ms. Maryam Sabbaghian, PhD candidate, Carleton University; cosponsored by the CSIEA-Ottawa. The seminar was held in SITE, University of Ottawa. About 15 people assisted in this seminar.
- September 27, 2006: "A Unified View of Iterative ("Turbo") Receivers and Decoders" by Dr. Ezio Biglieri, Universitat Pompeu Fabra.
- October 19, 2006: A series of talks on the "WINNER Project".
- CPMT: A new IEEE Components Packaging and Manufacturing Technology (CPMT) Society Chapter was recently formed. The chapter is planning to hold technical meetings before the end of the year.
- EDS/CAS/SSCS: Dr. Wei-Ping Huang of Department of Electrical and Computer Engineering, McMaster University gave a talk "Fiber to the X: When, Where and How?" on Oct 21, 2005, Carleton University (CU). Dr. Poman So, of University of Victoria (UVic), gave a talk "Object-Oriented Computational Electromagnetics" on May 11, 2006 at CU. L. K. Maheshwari, Pro-Vice Chancellor & Director, Birla Institute of Technology & Science, Pilani ( India) gave a talk "University-Industry Linkage Programs in India" on June. 28, 2006, at CU. Carl Sechen, University of Texas at Dallas, will give his talk "Power Minimization in Digital ICs" on Oct. 2, 2006, 2.00p.m. - 3:30p.m., at 4124ME, Carleton University, 1125 Colonel By Drive, Ottawa.
- EMBS: Dr. James Green of Systems and Computer Engineering, Carleton University (CU), gave the seminar "Discovering protein structure and function via nonlinear system identification" on Nov. 23, 2005, at CU. Dr. Rajamani Doraiswami of Electrical and Computer Engineering, University of New Brunswick, gave the seminar "Modelling and Identification Tissue Impedance" on Jan. 12, 2006, at CU. Dr. Robert Stodilka of Schulich School of Medicine, University of Western Ontario; St. Joseph’s Health Care; and Lawson Health Research Institute; gave his seminar "Monitoring stem cell therapy using Single Photon Emission Computed Tomography" on Apr. 10, 2006 at CU. A joint EMBS/IMS Seminar “How prepared are we for responding to a radiological/nuclear mass casualty event?” was given by Dr. Diana Wilkinson, of Defence R&D Canada, on March 16, 2006, at CU.
- EMC: The EMC chapter had two distinguished lecturer presentations this year, both at Fidus Systems Inc., Ottawa. Dr. David Hockanson, EMC Design Engineering, Sun Microsystems, Inc., Menlo Park, CA presented "0.1 Horsepower and 0 to 5 GHz in 50 Picoseconds: The Challenges in Delivering Power to Tomorrow's Microelectronics" on Apr. 6, 2006. Prof. Etienne Sicard, INSA, Toulouse, France: presented "Advances in IC design for EMI Control" Sep. 19th, 2006. The events were well attended and the feedback received from the participants was very good.
- EMS:
A seminar "Hi-Tech Outsourcing & Offshoring" was given on Dec. 2, 2005, at the Communication Research Centre (CRC), by a group of presenters: Dr. Tony Bailetti, Carleton University; Michael Wakim, President & CEO Fidus Systems Inc.; Jacques Lyrette, CEO & VP Technology Direction, ADGA Group Consultants Inc; Kevin Wennekes VP, Research CATAAlliance; Dr. Ana-Maria Davila-Gomez, Université du Québec en Outaouais. A Series of High-Tech Project Management seminars was held in 2006 at CRC, in Ottawa. Planning & Project Management Software: John Rakos presented "Automated Multi-Project Roll-up System using Microsoft Project" and Malcolm Betts presented "Real World Project Planning and Project Management Software" on Mar. 24. Risk Assessment: Denis Godcharles, Mike Elderfield, and Doug Thompson presented "A survival guide to risk management in engineering organizations" on Apr. 21. Modern Project Management: Russ McDowell presented "Earned Value - a quick overview" and Dr. Jean Couillard presented "Assessing value delivered by a project end-product: The Earned Quality Method" on May 19. Business Case: John V. Gelder presented "The Art of the Business Case", and Ramin Adim presented "Business Case Development: New Product Introduction (NPI)" on June 9, 2006.
- Educational Activities: Since the AGM 2005, this committee has supported one seminar, one workshop, and one symposium. It has continued to do so in cooperation with several of the Ottawa chapters, such as PES, RS, RAS/CSS, IMS. The events are as following:
- Electrical Power Symposium 2005 "Converging Power and High Technologies", held on Oct. 13-14, 2005.
- “Achieving Cleaner and More Efficient Electricity Production Using Free Spinning Reserve”, by Dr. Stan Pejovic, Department of Civil Engineering, University of Toronto, held on Nov. 17, 2005.
- A full-day workshop "The Future of Instrumentation and Measurement - Today’s Trends and Future Directions" held on Feb. 22, 2006 at the National Research Council with 9 speakers from industry, research institutions, and Academia.

- IMS: A full-day workshop "The Future of Instrumentation and Measurement - Today’s Trends and Future Directions" was held on Feb. 22, 2006 at the National Research Council with 9 speakers from industry, research institutions, and Academia. Four speakers were from the US. There were 57 people in attendance. A joint EMBS/IMS Seminar “How prepared are we for responding to a radiological/nuclear mass casualty event?” was given by Dr. Diana Wilkinson, of Defence R&D Canada, on March 16, 2006, 5:30 – 7:00 p.m. at Carleton University. - LEOS: This chapter has had a very active year. A workshop on “Recent Advancements of Photonics II” was held on Jan. 20, 2006. A workshop “Recent Advancements of Photonics III - Advancements in Optical Communications” was held on Apr. 25, 2006. A technical meeting on “Fiber Crystals” was held on May 16, 2006. A technical meeting on “Bragg Fibers” was held on June 22, 2006. LEOS meetings, particularly workshops, are well attended. They will be continued as they are popular among the members and guests.
- PES: Since the AGM 2005, this chapter has supported seminars, one workshop, and one symposium. It has continued to do so in cooperation with several of the Ottawa RS chapter, and Ottawa EA committee. The events are as following:

- RAS/CSS: Dr. Stan Pejovic, Department of Civil Engineering, University of Toronto, presented a seminar “Achieving Cleaner and More Efficient Electricity Production Using Free Spinning Reserve”, on Nov. 17, 2005, at Algonquin College. A joint meeting with IEEE Ottawa VTS and RS Chapters, and IEE/IET Ottawa Branch “Hybrid Vehicle Development: a Review of Technologies and Efficiencies” by Prof. James Gover, Kettering University, Flint, MI, is coming on 28 Sep. 28, 2006, 8:00 - 9:30 pm.
- SP/OE/GRS: This joint chapter has organized two seminars. Prof. Rajamani Doraiswami, Department of Electrical and Computer Engineering, University of New Brunswick, presented “Position Estimation Using Non-Linear Transformation of Measurements” on Jan. 13, 2006, at the University of Ottawa (UofO). Dr. Pierre G. Paulin, Director, SoC Platform Automation, Advanced System Technology STMicroelectronics Inc., Ottawa, Canada presented “Multi-Processor SoC's: Trends and Technologies” on Feb. 6, 2006 at UofO.
- Retired and Life Member Group: This group remains an informal activity. A meeting was held in May, with another scheduled for next spring.
- Robotics Competition:
This was the 4th IEEE Ottawa Robotics Competition. The event is targeted towards grades 7 & 8 schools. This year each team had 9 weeks to build a robot using a Lego Mindstorms kit to play hockey. On Sunday May 7, 2006, the IEEE Ottawa Section ran the two challenges at the Ottawa Congress Centre in conjunction with the IEEE’s annual Canadian Conference on Electrical and Computer Engineering (CCECE). The competition, sponsored by the Faculty of Engineering at the University of Ottawa, was a huge success. As the IEEE Canada President, Dr. Robert Hanna, said in the closing moments, “As far as I am concerned, everyone is a winner!” More information can be found on the competition's web site: http://www.ottawaroboticscompetition.org. - “Software in Safety Critical Aeronautical Products,” by Branimir Dulic, Transport Canada, October, 2006
- IEEE Algonquin College Student Branch: The Branch was a co-organizer of the Nov. 17, 2005 evening seminar "Achieving Cleaner and More Efficient Electricity Production Using Free Spinning Reserve" by Prof. Stan Pejovic, Ph.D., P.Eng. Department of Civil Engineering, University of Toronto. It will also participate in organizing the Electrical Power Symposium 2006 Tutorials which are to be held at Algonquin College, T-Building, Salon T102A&B on Nov. 9, 2006.
- IEEE Carleton Student Branch: There are annually over 100 volunteers helping out in day-to-day activities such as staffing an office for various student services and organizing industry tours, technical speakers, design competitions, paper competitions, and technical training sessions. IEEE Carleton has been helping out the IEEE Ottawa Section, for example, volunteering at the Electrical Power Symposium and at the Annual General Meeting. A highlight this past year included hosting IEEE Connects! event on January 28, 2006 at the National Arts Centre. This event gave engineering students an opportunity to meet with industry and academic representatives for the purpose of networking. - IEEE University of Ottawa Student Branch: The branch held an information session on Nov. 16, 2005 for the business case competition: Technology Venture Challenge. Distinguished speakers: Rob Woodbridge, COO of SmokeLabs Inc., and Jeff Dodge, Co-founder of Netactive, shared their business experiences with the engineering and business students present. The McNaughton Centre was the home base of two major student projects this year including a hazard detection robot and a system of reconfigurable processors. In the fall, our students took a tour of General Dynamics Canada’s Maritime Helicopter Laboratory and Curtiss-Wright Controls’ Ottawa facility. Our crown achievement was inForm event in March 2006, a unique art exhibition, technology showcase, and wine and cheese that brought together industry leaders from 7 local high-tech companies and 100 students to better understand the human aspects of technology, including human factors, design and environmental awareness. To enlarge the IEEE community at the University of Ottawa, the branch doubled the previous year's number of executives to 13, from various UofO I.T. schools.
- VTS: This Chapter organizing 3 technical meetings jointly with other chapters or professional societies. These meetings are given by distinguished lecturers:
